What to check yourself
Step 1. Check both taps are fully open
Both, not one, and fully rather than part way. A washer needs a real flow rate to fill on schedule, and a tap opened halfway will not deliver it. This is the answer surprisingly often after the machine has been moved or a plumber has been in the house.
Step 2. Straighten the fill hoses
Pull the machine out and look at both hoses along their whole run. The usual pinch point is right behind the machine, where a hose has been crushed against the wall when the appliance was pushed back into place.
Step 3. Clean the inlet screens
There is a fine mesh screen where each hose screws onto the machine, and in hard water areas it silts up with grit and scale. Turn the taps off, unscrew the hoses, and rinse or brush the screens clean. Refit and watch for drips before starting a cycle.
Turn the taps off first and have a towel ready: the hoses hold water even after the supply is closed.
Step 4. Check the drain hose height
This one is specific to Samsung and it catches people, because it looks unrelated. If the drain hose sits too deep in the standpipe, the machine siphons water out while it is still filling, and it never reaches the level it wants. Samsung asks for the hose to sit six to eight inches into the pipe, no further.
Step 5. Test the real flow rate
Hold a fill hose over a bucket with the tap fully open for fifteen seconds. A weak trickle means the supply itself is at fault, and that is a plumbing question rather than an appliance one.

Replace the water inlet valve
If the taps flow properly and the screens are clean, the valve inside the machine is not opening. Inexpensive part behind the back panel, but it sits on a live circuit next to the water connections.
When to call a technician
Only after the taps, the hoses, the screens and the drain hose height are all ruled out. If water flows freely from both taps and the machine still reports the code, the valve or its wiring has failed.

A new machine of the same class runs $500 to $1,500. Once a quote passes about a third of that on an older appliance, the repair stops making sense.

- Why would the drain hose cause a filling error?
- Because a hose pushed too far into the standpipe siphons: water leaves as fast as it arrives, and the machine gives up waiting for a level it will never reach. Pull the hose back so about six to eight inches sit inside the pipe and secure it there.
- Only the hot fill seems affected. Does that matter?
- It narrows things down usefully. Each inlet has its own screen and its own valve, so a fault on one side alone is almost always that side's screen or that half of the valve rather than the supply to the house.
